How we engage GreenComp

GreenComp as the operational target framework

GreenComp is the JRC's European sustainability-competence framework (12 competences, 4 areas). The TRANSFO-07 call expects explicit engagement. Greenpulse engages it four ways:

Every Observatory competence statement is checked against GreenComp's 12 competences; what GreenComp does not name is reported as a finding, not forced into a box.

As benchmark

xEET measurement (task 5.2, in WP5) assesses the GRBC, the SMP conference, the Expo-Action and the Academies pre/post against GreenComp's four areas; the results are hosted in the Competence Equity Monitor.

As policy anchor

The framework-feedback dossier (D9.1) returns evidence to GreenComp, the Union of Skills and the Pact for Skills, including evidence that runs against their current assumptions — framed as submission and proposal; adoption remains the Commission's decision.

As pedagogical backbone

Green Transition Academies measure relative GreenComp-mapped competence change pre/post against the project's own findings, answering the "which pedagogies are best suited" question GreenComp leaves open.

Curriculum Response Interval instrument and site-dyad protocol

The measurement Europe does not currently make: how long a training system takes to answer a change of process at the workplace it serves, and who is admitted to the answer. Owned by CNAM, published as a protocol in the field manual any region can re-run – which is what makes RQ5 an exploitable result and not only a research question. The site-dyad protocol comes first, in WP2 (D2.3, M9); the interval is measured at the 12 Round 1 dyads in WP4 (D4.5, M24), re-measured there in Round 2 (D7.1, M38) and consolidated in the taught layer in WP8 (D8.5, M42).

Narrative explanation protocol

Narrative explanation protocol and discordant-case register

The apparatus that turns collected accounts into explanation, the criterion that separates an explanation from a merely coherent story, and the register of the cases that resisted it, with their recorded disposition. Owned by CNAM. It gives the narrative strand the reportable quality gate the machine-tagged strand already has, and it is published as a protocol reusable by any project working with narrative evidence. Delivered pre-field in WP2 (D2.1, M7), field-revised in WP4 (D4.6, M24) and with the register in WP8 (D8.3, M40). The NECx corpus itself (D4.2, Round 1; D7.1, final) is deposited FAIR under the reuse regime of KER3; a consent-bound narrative corpus is not exploitable as a survey dataset is, so its exploitable form is this protocol and the criterion that governs it.

Meso Competence Observatory

KER1 · WP8

Meso Competence Observatory (MCO) — the meso competence taxonomy organised by skill-formation regime

Owned jointly by UW and POLYGON, in WP8, built as ESCO-model-native linked open data on the version-pinned, self-hosted ESCO instance UW operates. The meso competence taxonomy by OCTAB type, organised by skill-formation regime so that findings transfer by regime type and not only by country, with the country and youth layers. Opened only after the D6.1 gate (M19) and the MS6 narrative demarcation review (M26). Includes as an annex the open GreenComp × ESCO × O*NET green-competence concordance, reusing the official crosswalk, delivered as ESCO-model-native linked open data and submitted for the ESCO portal's crosswalk listing. POLYGON's share is the ESCO–O*NET–OaSIS route of D6.5 (M28), which it carries to Employment and Social Development Canada and the Labour Market Information Council. Two releases – v1 (D8.1, M32) gates the xRoadmap and seeds the Academies (MS7); the final release (D8.10, M46) consolidates the two-round taxonomy with the gap analysis, as a FAIR deposit with reuse package.

Competence Equity Monitor

Competence Equity Monitor — who gains competence, and who does not

Owned by RSU in WP8. The open equity-monitoring instrument, disaggregating competence access and gain by WYUG+SOGIESC and by life-course stage, on the denominator measured in WP2 — the catchment population of each site dyad, which is what makes it an instrument rather than a dashboard. Hosts the xEET measurement results (D5.8) and, as its measurement annex, the researcher-presence effect report (D4.1). Delivered as D8.7 (M44).

Digital–Green Competence Matrix

Owned by IRES, computed with UW, in WP8. The green × digital matrix, including the ontological-literacy cluster and its learning outcomes, populated from survey responses and ESCO-tagged narrative segments (task 8.6). Reports the pre-registered cross-sector homogenisation test, with the language of the workplace as conditioning variable, whichever way it falls. Delivered as D8.6 (M42).

Integrated meso assessment

KER9 · WP8

Integrated meso assessment and its forward-looking layer

Owned by CNAM in WP8. The reconciliation of the qualitative and quantitative streams, and of the policy response recorded after the Policy-Readable Handout (PRH), into one assessment of what the combined evidence will and will not support, with a prospective reading into policy-relevant scenarios and the cross-strand quality assurance that certifies it (task 8.9, CNAM with IRES, UW, RSU, ENoP, ZOCG, POLYGON). It closes what the PRH (D4.3, M20) opened: the PRH carried Round 1 to the policy side at the SMP conference (M24); D8.11 states, at M46, what both rounds and the three instruments will and will not support. Distinct from the xRoadmap (KER4): the xRoadmap states what should be done, the assessment what the evidence bears.

Energy-sector AI-literacy specification

Owned by IRES in WP8. The occupational rendering of AI literacy that no European instrument supplies: GreenComp × DigComp 3.0 learning outcomes tied to the AI-mediated task bundles observed in WP2 and WP3, with a short self-assessment instrument for employers and vocational providers and a stated mapping to the AI literacy duty of Article 4 of the AI Act. Built with the provider institutions of the WP2 site dyads, not for them. Released open access and drafted for standardisation, for submission to the European Standardisation Booster. Delivered as D8.8 (M44).

Meso Competence Survey

KER3 · WP6 → WP8

Meso Competence Survey (MCS) datasets — the quantitative backbone: ~1,800 respondents after Round 1, six countries

Owned by UW. FAIR, CESSDA/EOSC-deposited, benchmarked against the European Training and Learning Survey and released with a documented reuse package. The project's vocabulary for mismatch – external shortages, internal skill gaps, over-skilling – is the one supplied by SkillsPULSE, the nearest concurrent Horizon Europe project, cited as an external reference. Two releases: v1 anchored on Round 1, in WP6 (D6.3, M27), and the full six-country deposit consolidated with the field layer, in WP8 (D8.9, M46). The Transition Choices Survey (D8.4, M40) is a separate instrument fielded M32–M36 to ~700 respondents in the last round, not a second wave.

Policy Roadmap and programme guidance

xRoadmap, xGuidance and xProPol

Owned by ENoP in WP9. Three products: one addressed to policymakers (xRoadmap), one to education-and-training institutions (xGuidance), co-produced with the provider institutions of the WP2 dyads rather than for them, and one to the policymaker–industry interface (xProPol), the operational protocols for policymaker–industry training collaborations. Evidence reaches policy through the Science-Meets-Politics (SMP) conference in Brussels at M24, its two working sessions (M32, M44) and the ENoP channel; delivered as D9.3 (M44) and launched at the second working session. Paired with the EU skills-infrastructure feedback dossier (D9.2) – ESCO change requests through the continuous-improvement and Member State Working Group routes.

Gender Reversed Bootcamp

Part of KER6, Green Transition Academy model and xEET replication kit (owners: ZOCG with IRES and QUIZAS in support; hosted in WP5, whose D5.1 delivers it). Task 5.3, in WP5: IRES as method owner, with ZOCG for the Montenegrin cohort, under the WP1 ethics gate. The Gender Reversed Bootcamp is adapted to the green transition by statistical translation of the project's own sex-disaggregated survey and EWCS findings into experiential constraints. The GRBC protocol manual is delivered in D5.1 (M36), the facilitator manual and participant workbook in D5.3 (M34), and its measured results in D5.8 (M40).

Green Transition Academies

Part of KER6, Green Transition Academy model and xEET replication kit (owners: ZOCG with IRES and QUIZAS in support; hosted in WP5, whose D5.1 delivers it). Task 5.1, in WP5 (ZOCG with RSU): pilot delivery and the move from pilot to replication (MS8, M36), including the Youth Orientation Module (YOM, D5.2, M28) with its intervention-age indicators, and the replication network through which the model travels beyond the consortium. The first Academy is the youth panel of task 5.5 (Podgorica, M4). The Academy model is delivered in D5.1 (M36).

Expo-Action

Expo-Action — one major exhibition at the Musée des Arts et Métiers

Part of KER6, Green Transition Academy model and xEET replication kit (owners: ZOCG with IRES and QUIZAS in support; hosted in WP5, whose D5.1 delivers it). Task 5.4, in WP5, led by QUIZAS with CNAM's Musée des Arts et Métiers: scenography built from the NECx corpus and the HACx materials, non-text-based immersive formats piloted as accessibility instruments, staged as one major exhibition at the Musée des Arts et Métiers in the closing phase, with a pre/post visitor-comprehension protocol. The reusable result is the exhibition design protocol (D5.1); the exhibition itself is D5.4 (M44). Designed as a competence-side satellite of the NEB Academy ecosystem.

FAIR deposits across the KERs

FAIR / EOSC deposit, distributed per result rather than a single closing archive

Greenpulse does not hold its evidence back for one deposit at the project's end. The Meso Competence Survey (KER3) is deposited through CESSDA/EOSC at M27 (D6.3) and consolidated at M46 (D8.9); the Transition Choices Survey follows at M40 (D8.4). The NECx corpus is deposited FAIR under KER3's reuse regime (D4.2 at M17, D7.1 at M38) — pseudonymised transcripts, coded segments and codebooks, never raw audio or video — its exploitable form being the Narrative explanation protocol (KER8). The Observatory's final release (D8.10, M46) is ESCO-model-native linked open data with a reuse package. The final dissemination, exploitation and clustering report (D10.2) records the exploitation position of every KER at project end.
