What leaves the project

The measurement Europe does not currently make: how long a training system takes to answer a change of process at the workplace it serves, and who is admitted to the answer. Owned by CNAM in WP2, published as a protocol any region can re-run — which is what makes it an exploitable result and not only a research question. Feeds the Meso Competence Observatory and the Policy Roadmap directly; released at the close of each fieldwork round rather than held back to the project's end.

The apparatus that turns collected fieldwork accounts into explanation — the criterion that separates an explanation from a merely coherent story — and the register of the cases that resisted it, with their recorded disposition. Owned by CNAM in WP2. Gives the narrative strand the same reportable quality gate the machine-tagged strand already has, and is published as a protocol reusable by any project working with narrative evidence. This is the standalone, citable release of the fieldwork corpus itself — the Meso Competence Observatory, the Competence Equity Monitor and the Meso Competence Survey are downstream readings of it, not its only trace.

Owned by UW in WP5. A competence observatory built where Cedefop / ESCO / Eurostat data thins out: the meso-level of sectors, regions and workplaces. Three layers: (1) EU strategy targets (Union of Skills · Pact for Skills · GreenComp) per anchor region; (2) competence-in-use evidence from NECx workshops and CNAM archival reconstruction; (3) the gaps the comparison reveals. T-shaped competence model built in: deep functional expertise (vertical) × transversal · digital · interpersonal skills (horizontal). Includes as an annex the open GreenComp × ESCO × O*NET green-competence concordance, delivered as ESCO-model-native linked open data and submitted for the ESCO portal's crosswalk listing. Two releases — v1 (M32) structures the SMP sessions and seeds the Academies; the final release (M46) consolidates both fieldwork rounds with the gap analysis, as a FAIR EOSC deposit with reuse package.

Owned by RSU in WP5. The open equity-monitoring instrument, disaggregating competence access and gain by WYUG+SOGIESC and by life-course stage, on the denominator measured in WP3 — the catchment population of each site dyad, which is what makes it an instrument rather than a dashboard. Hosts the EETx measurement results.

Captures human-agent narratives. As LLM copilots mediate work, the Monitor logs human-agent dialogue — what workers ask their tools, what the tools answer — as competence evidence. Consent-based under the project DPIA, auditable by social partners.

Owned by Inkoation Research, computed with UW, in WP5. Twin-transition pair-maps (grid-data literacy ↔ renewables · AI-fluency ↔ industrial energy · prompt-craft ↔ vocational tooling) aligned with the JRC twin-transitions report and Cedefop's *Skills in transition*, including the ontological-literacy cluster and its learning outcomes. Reports the pre-registered cross-sector homogenisation test whichever way it falls.

Owned by Oxford in WP5. The reconciliation of the three evidence streams — narrative, archival, quantitative — into a single assessment of what the combined evidence will and will not support, with the prospective reading that carries the meso findings into policy-relevant scenarios, and the cross-strand quality assurance that certifies them. Distinct from the Policy Roadmap (KER4): the Roadmap states what should be done, this assessment states what the evidence bears.

Owned by UW in WP4. FAIR, CESSDA/EOSC-deposited, benchmarked against the European Training and Learning Survey and released with a documented reuse package. This is where the three-layer mismatch taxonomy imported from SkillsPULSE (D2.1) lands: classifying a respondent as an external shortage, an internal gap or over-skilling takes survey items, so the taxonomy is instrumented here and the Observatory's gap layer reads it downstream rather than owning it: external skill shortages · internal skill gaps · over-skilling — applied to the energy sector through SkillsPULSE's public deliverables. Two releases: v1 anchored on Round 1 (M27), final on the full two-wave deposit (M46).

Owned by ENOP in WP6. Two separable products, one addressed to policymakers and one to education-and-training institutions, the second co-produced with the provider institutions of the WP2/WP3 dyads. Delivery runs through the Multi-Stakeholders Meeting and the Science-Meets-Politics interface (M22–M30), with ENOP's political-foundation network carrying findings into member-state policy circles. Paired with the EU skills-infrastructure feedback dossier — ESCO change requests through the continuous-improvement and Member State Working Group routes.

Owned by ZOCG with Inkoation Research and QUIZAS, in WP7. Workplace modules that surface and reshape gendered + ability-based bias in green-jobs hiring and competence acquisition. Pairs the existing gender track (Madagascar PoC) with a disability-inclusion track co-designed with European Disability Forum or Inclusion Europe partners. Directly answers the call mandate on gender + disability. Published as the GRBC protocol manual, one of three manuals bundled into the EETx replication kit.

Owned by ZOCG with Inkoation Research and QUIZAS, in WP7. Short-format vocational academies in the anchor regions. Adult-worker tracks co-designed with VET providers to turn Observatory / Meso Competence Survey evidence into competence-pathways. A dedicated 15–19 yo youth track runs in Montenegro via the ZOCG youth network — answering the call's age-of-intervention question. One pilot is shaped to be New-European-Bauhaus-compatible (see Expo-Action).

Owned by ZOCG with Inkoation Research and QUIZAS, in WP7. Public exhibition format leveraging the Musée des Arts et Métiers (CNAM) and anchor-region partner-museum publics — the exhibition design protocol's first application. The New European Bauhaus (NEB) Facility funds work meeting its three values — beautiful, sustainable, together. Expo-Action meets all three by construction: museum-grade design, sustainability-themed content, accessibility-first curation. Designed to co-cluster with NEB Facility projects on dissemination.

GreenPulse does not hold its evidence back for one deposit at the project's end. The Meso Competence Survey (KER3) and the Meso Competence Observatory (KER1) are each released as a dated FAIR/EOSC dataset in their own right, with permanent PIDs/DOIs, well before the project closes — and the Narrative explanation protocol (KER8) gives the fieldwork corpus itself its own citable release. Narrative material is additionally integrated with CESSDA for long-term access. The final dissemination, exploitation and clustering report (D7.3) records the exploitation position of every KER at project end.
