SkillsPULSE (June 2024 – June 2027) is the nearest concurrent EU project on the same object, so it is addressed explicitly rather than tacitly. Its public deliverables D2.1 and D2.2 (both PU) supply the conceptual vocabulary GreenPulse uses for external shortages, internal skill gaps and over-skilling. They also mark the demarcation: SkillsPULSE measures the extent and distribution of mismatch across the whole labour market, largely from employer and survey evidence; GreenPulse explains why mismatch reproduces where it does, in one sector at the meso level, from primary narrative and archival evidence it collects itself. Its results land as GreenPulse begins. Relation: citation of published results — no data dependency, no shared beneficiary since Pisa left the consortium.

Sister projects from the 2025 TRANSFO-02 call on past and present industrial transitions. **Non-duplication argument (Part B § 1.2):** TRANSFO-02 reconstructs transitions as primary object — historical understanding. GreenPulse's Historical-Archival fieldwork (HACx) reads archives in the service of competence design under TRANSFO-07 — different research question, energy-specific scope, paired with present-day NECx workshops, operational forward-facing outputs (VET curricula, GreenComp cross-walks, competence-pathway briefs). The two clusters share protocols, harmonise competence-statement formats and run joint Multi-Stakeholders Meetings — cumulative base, not parallel silo. AUTH (Thessaloniki) coordinates PACT AND ST4TE — single contact, double clustering. Demos Helsinki sits in HIT and TANDEM.
